Marginal is the honest choice for a workload you can shift in time, average is the honest choice for baseload you cannot move. Most reporting picks whichever is lower and does not say which.
The disclosure matters more than the choice. State the methodology and the number becomes comparable. Omit it and it is marketing.

I think another challenge is how dynamic the grid mix actually is throughout the day—so even if you pick marginal, it can vary a lot depending on when inference happens. Makes consistent accounting even trickier.
